The ideal candidate has five plus years of supervisory experience, strong knowledge of plumbing codes and system repair, and proven ability to train, mentor, and evaluate staff. Hold a current Journeyman or Master Plumber license. They excel in organization, budgeting, and managing multiple projects, with clear communication skills and the ability to resolve conflict. A strong safety mindset and the ability to promote safe work practices are essential.

The salary range for this position is $88,000 - $110,000 - $132,000.

The work schedule is Monday-Friday, 7am-3:30pm.

The primary purpose of the Operations and Maintenance Supervisor is position is to provide experienced administrative and technical support for the maintenance and operations of all buildings, structures, systems, components and utilities and assist the department manager with the coordination and supervision of designated shops and all associated activities.

ESSENTIAL JOB FUNCTIONS 
Supervise maintenance activities related to finishes and maintaining the building(s). Coordinates the efforts of both journeyman and non-journeyman employees to ensure continued operations within the assigned facilities area for both scheduled and non-scheduled work. Manages human resource functions, including planning, recruitment, employee relations, and development. Functions as the front line contact with clients to ensure efficient delivery of services. Oversees contracted work to ensure quality workmanship and adherence to institutional policy. Acts as the interim incident commander during emergency situations and coordinates response efforts as needed. Provides information in the development of campus budgets and capital requests. Confers with management, engineering, and quality control to resolve maintenance problems and recommends measures to improve operations and conditions of equipment. Supports the development of the preventative maintenance program. Requisitions tools, equipment, and supplies required for maintenance operations. Implements performance improvement initiatives.

JOB SPECIFIC COMPETENCIES
Building Level Systems Responsible to maintain the operations of all buildings, structures, systems, components and utilities and assist the department manager with the coordination and supervision of designated shops and all associated activities. Maintain documentation and records with regard to operations, safety, efficiency, and compliance as required by Institutional policies and procedures.

Work Plan & Documentation Interprets and works from blueprints, sketches and diagrams. Leads and supports the process of; estimates cost of work, the ordering materials and maintain inventory. Ensures the staff is completing the work order and asset documentation according to CMMS Standards. Confirms the accuracy of the staff provided information on labor hours & material used to complete the work, work performed, notes any additional required work &/or asset information. Inspects select work tickets for compliance standards of craft practice, safety, and completion of task assigned. Develops best practices within each area of expertise. Monitors service contracts and negotiates with Vendors/Contractors. Discusses issues, concerns and process improvement options with staff and Manager. Provides timely response to Facilities Customer Advocate inquiries with reliable useful information they can share with customer.

Maintenance Manages the building work response to the building systems and equipment. Reviews the repair and performance history and recommends equipment renewal and/or replacement of assets to maintain required performance metrics. Reports performance against established targets to the staff and Manager. Leads the investigation of outages effort. Manages related equipment contracts, their work response and initiation of new contracts as needed to maintain the facility’s compliance and the building operational needs.

Staff & Budget Ensures compliance with departmental guidelines or procedures. Provide development opportunities & ongoing feedback to employees. Provide clear direction & communication to employees. Manages all assigned staff to the position. Ensures consistent performance management processes are followed & documented for the staff. Responsible for meeting with direct report staff on a regular basis to ensure actions are in place to address any performance opportunities. Manages human resource functions including planning, recruitment, employee relations, development and success planning. Ensures all developmental & institutionally required training is completed for assigned staff within departmental deadlines. Ensures submitted purchase requisitions filled out properly and are accurate. Monitors and provides information for the maintenance and operating budget and expenditures. Assists in preparing the departmental budget & reviewing weekly Fund status and reconciliations to ensure financial goals are met. Documents and manages expenditures in accordance with the developed budget. Manages overtime costs to stay within guidelines.

On-Call The employee may be expected to be part of an on-call group, and when assigned this responsibility, will be compensated for that time. When on-call, the employee must be available and be able to respond in accordance to policy. Periods of alert when Emergency Conditions may be expected are not considered on-call.

Essential Personnel This position is considered “essential personnel” in the event of suspension of normal operations due to inclement weather or other emergencies. They are required to perform duties as outlined in the Emergency Management Plans.

Incidental Work Other incidental or related duties as required.

EDUCATION

  • Required: High School Diploma or Equivalent
  • Preferred: Associate's Degree Engineering, Construction Management, Business, or related field.

WORK EXPERIENCE

  • Required: Five years In one or more craft areas including three years lead/supervisory experience.
  • Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
  • Preferred: Ability to work within the Microsoft Windows environment and experience working within a CMMS environment.

LICENSES AND CERTIFICATIONS

  • Preferred: TDL - Texas Drivers License Valid Class A, B or C Texas driver's license and eligible to drive State and institutional vehicles.
  • Preferred: Journeyman's license in one craft. 

OTHER REQUIREMENTS: Must pass pre-employment skills test as required and administered by Human Resources.
