Ideal candidate will have the following:

  • Education: Associate’s Degree in Construction Management, Construction Science, Architecture, Engineering, or a related field.  (Trade Certification is an acceptable equivalent.)
  • Certification: Trade Certification is an acceptable equivalent to an associate degree in construction management, construction science, architecture, engineering, or a related field.
  • Preferred Experience: Ten years’ experience in craft work and six years supervisory experience of trade employees in physical plant operations and maintenance in an academic, healthcare, or federal, state or municipal public works setting.  May substitute required education degree with additional years of equivalent experience.
  • Onsite Presence: Is required for entire duration of employment

SUMMARY

The primary purpose of the Supervisor, Operations and Maintenance, is to ensure MDA has safe exterior building envelope and ancillary support systems, roads, hardscape and fully functioning site infrastructure systems. The Supervisor manages the Exterior Building Systems work unit in support of the Exterior Building Services Facility Project Manager and assists in developing the full scope of services for facilities maintenance service contracts (FSC) issued to conduct outsourced maintenance and operations functions.  The Supervisor provides oversight of work performed by outsourced contractor personnel by giving direction to outsourced superintendents that are permanently assigned and co-located with the Exterior Building Services staff to maintain the building envelope systems and ground structures of institution in operating condition.  Additionally, the Supervisor coordinates in-house technician services related to maintenance and operations support provided by Exterior Building Services.

JOB SPECIFIC COMPETENCIES

Facilities Maintenance Operations   Manages repair and maintenance scheduling of work necessary to restore institution building envelope, ancillary support systems, and site infrastructure to safe operating conditions.  Schedules in-house and contractor workloads based on labor availability, material readiness, and client requirements.  Ensures proper allocation of resources to work orders by tracking labor, materials, and associated costs.  Liaisons with RAF Work Control to keep work order data up to date in the CMMS database.  Creates and processes financial documents such as electric purchase requests (ePRs), purchase orders (POs), invoices, vouchers, and cost proposals.  Performs quality control and assurance inspections on maintenance and construction projects.  Creates and tracks outage requests required for maintenance and construction activities.  Coordinates with building managers and facility customer advocates before conducting activities which may impact building occupants or their operations.  Has purchase order approval authority.

Maintenance of Physical Plant  Responsible for the maintenance and repair of site infrastructure (storm sewer, site drainage, flag poles, exterior lighting, exterior wayfinding, traffic control, building monument signs), building envelope systems (illuminated building signage, fenestration, cladding, roofs, lightning protection, fall protection) and building ancillary support systems (fountains, dock equipment, dumpsters, compacters, hydraulic lifts, automated gates, roads, fencing, and hardscape).  Manages activities of MD Anderson technicians and outsourced contractor personnel (foremen and superintendents).  Supports the capital equipment and asset replacement programs by performing annual assessments, inventories, and record keeping.  Assists in all planning, contract development, program development, and vendor and personnel selection processes.  Ensures all contractors have completed required training, correct badge access, and active ID badges. 

Facilities Support and Disaster Preparedness Readiness   Verifies that in-house and contractor personnel have taken all MDA required disaster preparedness, safety, and annual training requirements.  Performs pre-storm risk mitigation activities and post-storm triage activities.  Assists with recovery operations.  Assures that Exterior Building Services (EBS) equipment is properly maintained, inspected, and serviced to ensure readiness in emergent conditions and for daily use in non-emergent conditions.  Facilitates semi-annual training exercises (with contractors and employees) in preparation for Hurricane Season and the winter months.  Inventories and re-stocks EBS supplies for emergency operations.  Serves as the Site Operations ride-out supervisor for contingency operations and exercises.

Other duties as assigned

Required: High school diploma or equivalent. Five years of experience in one or more craft areas including three years lead/supervisory experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources. 

Preferred: Bachelor's Degree in Construction Management, Construction Science, Architecture, Engineering, or a related field. Trade Certification is an acceptable equivalent to an associate degree in construction management, construction science, architecture, engineering, or a related field. Building Enclosure Commissioning Certification (BECxP) from the University of Wisconsin Madison or Building Envelope Risk Manager (BERM) certification from the North American Building Compliance Testing Association (NABCTA). Ten years’ experience in craft work and six years supervisory experience of trade employees in physical plant operations and maintenance in an academic, healthcare, or federal, state or municipal public works setting.  May substitute required education degree with additional years of equivalent experience.
