Operations and Maintenance Manager - Utility Generation Systems
Research and Administration Facilities South Campus (RAFSC) self-generate the chilled water and steam for all campus buildings. Chilled water is distributed via a central loop throughout the campus and supports critical facilities including patient clinics, vivaria, and complex research buildings. Utility generation and equipment reliability is key to providing clients with a world class research environment. The new SCRB5 and BRF buildings are both being added to the chilled water loop in the next 2 years. Additionally, a new chiller plant along with many new heat recovery chillers will be added as part of the infrastructure for these new buildings.
SUMMARY
The primary purpose of the Manager, Operations and Maintenance Manager position is to manage the Operations and Maintenance front-line shops and ensure customer service levels meet the department goal. Supports technical projects that are initiated through both Capital Planning & Management as well as REF Project Management. Manages Supervisors and provides support and crisis resolution of Physical Plant activities. Implements and administers all MDACC policies and procedures related to Utilities Generation, Equipment Reliability and other affected areas.
ESSENTIAL JOB FUNCTIONS
Manages the budget, compliance and emergency response and inventory control procedures. Manages the distribution of utilities, design and construction of renovations and the administration of contracts. Directs repair and maintenance of all facilities and grounds. Develops and implements work flow processes to ensure operational and financial efficiencies. Implements institutional and departmental objectives, policies and procedures. Coordinates activities of assigned areas with other institutional departments and functions.
JOB SPECIFIC COMPETENCIES
Provides efficient and effective maintenance operations support through the following:
• Provide leadership for utility generating equipment, supervisors, utility craft employees and ensures key performance measures associated with customer service, spending and reliability meet or exceed the department goals by ensuring on-time PM work, corrective work order turnaround time and Regulatory/Joint Commission compliance.
• Ensures that effective project management processes are in place; coordinates, monitors and evaluates project controls including commissioning efforts, scheduling requirements, operations impacts, utility outages, and other formatted contract correspondence.
• Reviews and monitors necessary outside contracts execution associated with corrective and preventative maintenance programs for utility equipment.
• Researches, develops, and improves the Research & Education Facilities by performing the following:
-Study industry operating and planning needs, and techniques.
-Produce ideas and concepts for original new operating techniques.
-Research and prove out new equipment and components.
-Design and develop new operating methods.
• Responds to requests for information from project managers (RAF and FPD&C), facilities staff, and engineers.
Manages staff performance and development through:
• Manages all Supervisors assigned to Utility generation and shops Ensures consistent performance management processes are followed and documented for all Supervisors and shops.
• Assists in establishing objectives, policies, and plans for long-range, as well as short-range and on-going operational matters. Assists in establishing policies, priorities, and schedules.
• Responsible for meeting with direct report staff on a regular basis to ensure actions are in place to address any performance opportunities. Regular meetings to report standard CMMS KPI’s, energy reports and scorecards and action plans to address any deficiencies.
• Responsible for managing all staff that are employed within the section and for all personnel administrative functions (hiring, disciplinary, evaluations, team building, etc.).
• Ensures all developmental and institutionally required training is completed for assigned staff within departmental deadlines.
Ensures execution of the budget and spending targets:
• Develops and submits a budget for responsible areas.
• Monitors budget to ensure compliance and provides action plans to address any negative budget variances.
Performs other departmental duties to support business operations:
• Understands and utilizes CMMS to manage work order systems and analyze data to effectively operate assigned shops to meet and exceed established KPI’s.
• Provides leadership and participates in the Emergency Response Ride Out Team, which may require position to act on behalf of the Emergency Officer and stay onsite until normal business resumes.
• As a group Leader, this position is expected to be available for institution notification texts, e-mail communication, etc. for possible response/participation in response to emergency events. This time is not considered on-call and will not be compensated.

Required:
EDUCATION - Bachelor's Degree Engineering, construction management, business, healthcare administration or related field
WORK EXPERIENCE - 5 years In operations and management of a physical plant, to include three years of supervisor experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
LICENSES AND CERTIFICATIONS - PE - Professional Engineer Registered Professional Engineer (PE).
OTHER REQUIREMENTS - Must pass pre-employment skills test as required and administered by Human Resources.
Preferred:
- 5–10 years of experience in utility operations, with at least 3 years in a supervisory or managerial role.
- Familiarity with building automation systems (BAS), Computer Maintenance Management System software, and regulatory compliance.
