Facilities Management Business Services (FMBS) supports the mission of MD Anderson’s Facilities Management division through five key sections: Finance, Real Estate Services, Business Support Services, Employee Programs, and Divisional Human Resources. Under the leadership of Associate Vice President Samantha Harris, FMBS provides essential business operations, financial oversight, and administrative support for the division. The Finance team manages budgets, forecasting, reporting, and compliance. Real Estate Services oversees land acquisitions, leasing, and development. Business Support Services delivers process improvement, systems management (Archibus, Maximo, Unifier), training, and analytics. Employee Programs fosters engagement through onboarding, recognition, and leadership initiatives, while Divisional HR manages contingent worker programs, staffing processes, and personnel reporting. Together, these sections ensure operational excellence, transparency, and collaboration across the Facilities Management division.

The ideal candidate holds a bachelors degree in Accounting; is an experienced financial leader (five years of manager experience) with strong expertise in project accounting, general accounting operations, and compliance. They excel at managing complex financial functions—including audits, reporting, internal controls, and construction project cost accounting—while providing clear, strategic analysis to leadership. This individual is a collaborative, process‑driven manager who ensures accuracy, drives continuous improvement, and develops a high‑performing team.

The salary range for this position is $146,500 - $183,000 - $219,500

The work schedule is remote but will work onsite periodically, normal business hours.

Job Summary

Provides leadership and management of project and general accounting within the Division of Facilities Management (FM). Ensures compliance with state, system, and institutional accounting and reporting requirements.

 

Key Responsibilities

  • Lead project accounting and general accounting operations for Facilities Management (FM).
  • Develop and enforce policies, procedures, and internal controls.
  • Provide project financial reporting and analysis for facilities projects.
  • Plan, develop, and implement reporting processes for executive leadership.
  • Ensure accurate and timely accounting in alignment with institutional requirements.
  • Investigate, evaluate, and ensure compliance with established policies.
  • Implement process improvements to increase efficiency and quality.
  • Set goals, allocate resources, and manage staff recruitment, development, and performance.
  • Oversee division administrative/accounting functions and general ledger integrity.
  • Manage assets, inventory, capital budget, and strategic planning.
  • Serve as division lead for internal and external audits.

 

Job-Specific Competencies

Project Accounting

  • Lead project accounting functions to maintain general ledger integrity.
  • Manage development and maintenance of construction project cost accounting systems.
  • Coordinate divisional audits and maintain internal controls.
  • Provide financial analyses, forecasts, cash flow reports, and staffing/control analyses.
  • Guide development of models, cost analysis, reporting, budgeting, and forecasting.
  • Ensure timely, accurate, and compliant reporting.
  • Hire, evaluate, motivate, and manage staff.
  • Establish goals and allocate resources accordingly.
  • Implement changes to meet departmental, divisional, and institutional goals.

 

General Accounting & Compliance

  • Manage daily operations of the General Accounting section.
  • Maintain integrity of the general ledger and internal controls.
  • Oversee procurement, A/P, A/R, travel, catering, and related financial processes.
  • Manage utilities processes, including:
    • Consumption data entry in EnergyCap
    • Monthly accruals, billing, reconciliation, and audits
    • Annual state utility audit compliance
  • Oversee Energy, Conservation & Demand/Response Rebate Program fund.
  • Provide data analysis for energy conservation and utility-related issues.
  • Lead divisional designated fund management and reconciliation.
  • Manage Fund Source and Signature Authority processes.
  • Direct month-end and year-end accounting close activities.
  • Oversee reconciliation and segregation of duties across all FM funds.
  • Hold division leadership accountable for delegated financial responsibilities.
  • Conduct compliance reviews (ProCard, gas card, procurement).
  • Report quarterly findings and ensure corrective action.
  • Serve as Monitoring Liaison for institutional compliance reviews.
  • Ensure all staff receive required policy and financial training.
  • Maintain compliance with internal control attestations and record retention policies.

 

Asset Management, Portal Management & People Leadership

  • Serve as Property Administrator for FM Division.
  • Manage capital and controlled assets, inventory, fleet, fixed assets, depreciation, IT assets, warehouse, mail, valet, parking.
  • Oversee asset purchases, IT inventory, encryption compliance, decommissioning, and reconciliation.
  • Coordinate planning and execution of annual physical inventories.
  • Ensure compliance with year‑end procedures and institutional policies.
  • Oversee Facilities Finance department portal:
    • Maintain access controls
    • Ensure updated procedures, guidelines, and schedules
    • Promote process streamlining
  • Coach, mentor, and supervise staff (direct and indirect).

 

Financial Reporting, Metrics, Planning & Analysis

  • Direct production of monthly, quarterly, year-end, and ad hoc reports.
  • Prepare institutional and external reporting, including:
    • Capitalized salary analysis
    • Fixed asset and depreciation schedules
    • Energy and utility data, benchmarks, and graphs
    • SECO Energy & Water Management Plan
    • OCIP, bond reports, FEMA/TDEM reporting
  • Ensure accuracy and internal control compliance for all reporting.
  • Manage utilities budget projections and consumption analysis.
  • Conduct competitive benchmarking on operational efficiencies.
  • Translate data into insights and strategic recommendations.

 

Compliance & Additional Duties

  • Develop systems for capturing and communicating lessons learned from audits.
  • Ensure consistent contract administration and financial compliance.
  • Collaborate with Project Contract & Control Services and Internal Controls on audits and process changes.
  • Lead document retention for project financial records.
  • Perform other duties as assigned.

EDUCATION

  • Required: Bachelor's Degree Business or related field.
  • Preferred: Bachelor’s Degree in Accounting. Master's Degree Business or related field.

WORK EXPERIENCE

  • Required: Six years Advanced financial management experience to include three years of managerial experience.
  • Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
  • Preferred: Five years of managerial experience.

LICENSES AND CERTIFICATIONS

  • Preferred: Certified Public Accountant (CPA) Upon Hire
